Job Purposes:

The Director of Finance (DF) (S)he will be a hands-on, can-do and participative manager and will lead and develop an internal team to support finance, program planning, budgeting and budget management for the organisation.

The DF will play a critical role in partnering with the Senior Management team in strategic decision making and operations as LSF continues to enhance its quality programming and develop its internal financial management capacity as well as, the capacity of its implementing partners.

The DF will ensure that, the LSF manages its finances in a prudent, transparent and accountable manner, open to scrutiny by LSF staff, The Board and the AGM, auditors and open to other forms of public scrutiny (e.g. TRA).

Equally the DF will ensure that LSF grantees / implementing partners manage their grants in a prudent, transparent and accountable manner, open to scrutiny by the LSF Secretariat, auditors and open to other forms of public scrutiny (e.g. TRA).

To provide relevant financial management information on a regular basis (monthly, quarterly & annually) to the LSF management team, the LSF Board, the AGM, donors and other parties as required.

Reporting Lines:

Reports to the Chief Executive Officer.

Directly supervises Grants & Finance Manager and the finance team.

Key Responsibilities:

  • Day to day management of the Finance department.
  • Perform annual job performance evaluations for directly supervised staff.

Financial Management:

  • Analyze and present financial reports in an accurate and timely manner; clearly communicates monthly, quarterly and annual financial statements; collate financial reporting materials for all donor segments, and oversee all financial, project/program and grants accounting.
  • Coordinate and lead the audit process, liaise with external auditors and the internal auditors (and the audit & compliance committee of the governing board); assess any changes necessary.
  • Oversee and lead annual budgeting and planning processes in conjunction with the CEO and the Director of Programs; administer and review all financial plans and budgets; monitor progress and changes and keep senior management team abreast of the organization’s financial status.
  • Manage organizational cash flows and forecasting.
  • Implement a robust contracts management and financial management/ reporting system; ensure that the contract billing and collection and disbursement schedule is adhered to and that financial data and cash flows are steady and support operational requirements.
  • Update and implement all necessary operational policies and accounting practices; improve the finance department’s overall policy and procedure manual.
  • Effectively communicate and present the critical financial matters to the governing board.
  • Communicate with funders as outlined in funding agreements.
  • Monitor all budgeted program expenditures to ensure they are within approved budgets.
  • Monitor cash flow projections and report actual cash flow and variance to the CEO on a regular basis as required.
  • Manage all program funds according to established accounting policies and procedures
  • Ensure that all financial records for the LSF are up to date.
  • Ensure financial reports and supporting documentation for funders are prepared as outlined in funding agreements.
  • Ensure 100% compliance with Tax Laws of the country and other regulatory requirements.
  • Provide required information to have invoices generated and submitted to funders according to the established timelines.

Grants Management:

  • Manage grant making process by reviewing budgets of potential grantees and participate fully in negotiation and contractual processes.
  • Ensure thorough review of all grantee financial reports and quarterly summary report for all reports received are done timely.
  • Supervise the monitoring of expenditure against budget for all grantees and timely propose corrective measures in order to prevent unacceptable over or under-expenditures.
  • Ensure proper financial management of grants, according to work plans ensuring that grants spending remains to be on track for the agreed grant period.
  • Supervise coordination of all grantee finance trainings including, training sessions, workshops, orientation programmes, peer learning programmes and others. This shall be done in collaboration with the LSF Capacity Development Manager (CDM)

Qualifications

  • Master’s in Business, Finance, Accounting, or a similar relevant field.
  • Must be a CPA holder.
  • At least 7 years of overall professional experience; ideally at least 5 years at a senior level in an NGO.
  • The ideal candidate has experience of final responsibility for the quality and content of all financial data, reporting and audit coordination for either a division or significant program area.
  • Ability to translate financial concepts to – and to effectively collaborate with — programmatic colleagues who do not necessarily have finance backgrounds
  • A track record in grants management
  • Technology savvy with experience selecting and overseeing software installations and managing relationships with software vendors; knowledge of accounting and reporting software
