The Legal Services Facility is an independent non-governmental organization that is not for profit. It manages a basket fund to which presently DANIDA and DFID are contributors. The fund aims to contribute to the enhancement of legal aid, including paralegal services, in all districts of Tanzania.

Overall Objective

To promote and protect human rights for all, particularly for poor women, children, men and the vulnerable, including people living with HIV and AIDS.

Specific Objective

To administer a basket funding vehicle to provide grants fairly, efficiently and according to transparent criteria for the promotion of legal aid, including paralegal services and legal empowerment, in particular for women and other vulnerable groups.

Expected long-term outcomes

• Legal aid and paralegal services enhanced in quality and quantity, legal empowerment promoted, covering all districts of the country, improved access to justice in particular for poor women and the vulnerable.
• Government responsibility for legal aid provision, including paralegals, is formalized through legislation and institutionalize.
• Innovative approaches to legal aid service provision supported.
• Improved institutional and technical capacity of legal aid and paralegal service providers
• Enhanced awareness about the role and importance of legal aid and paralegal services amongst public and private legal sector stakeholders.


• Increased availability and coverage of legal aid and paralegal services in Tanzania.
• Advocacy, legal and other skills of legal aid and paralegal service providers improved.
• Pro-poor regulation and monitoring of legal aid and paralegal services enhanced.


The LSF strives to achieve the above through four interconnected clusters of activities:
• Grant making
• Capacity development.
• Facilitation of coordination amongst legal aid providers and with the government.
• Facilitation of and engagement in relevant policy dialogues and advocacy.
